§ 19. Changes and amendments.

The [city council] of the City of Shelby may, from time to time, on its own motion, or on petition, after public notice and hearing as provided by law, amend, modify or repeal this ordinance, or any section or subsection thereof, upon a [majority] vote of all the members of the [city council].
