§ 39. Taxes to be levied under same penalties as state law.

All taxes of said city shall be levied, assessed and collected, except as in this Charter otherwise provided, in the same manner and under the same rules and regulations, and subject to the same penalties as are provided by law or shall hereafter be provided by law, for the listing, levying, assessing and collecting state and county taxes in this state.
