§ 46-71. Required.

It shall be unlawful for any person to manage or operate, either directly or indirectly, any taxicab service in the city without first having obtained a current taxicab service operator's license and a certificate of public convenience and necessity from the city council pursuant to section 46-75. It shall be unlawful for any person to drive any taxicab within the city without having first obtained a current taxicab driver's permit as required by the subsequent provisions of this article.
