§ 2-55. Rules of procedure.

  • (a)

    Except where otherwise provided by this Code, law, or ordinance, the procedure of the council shall be governed by the "Suggested Rules of Procedure for a City Council", Third Edition, published in 2000, as revised by A. Fleming Bell, II, of the University of North Carolina at Chapel Hill School of Government. Whenever the Suggested Rules of Procedure for a City Council is silent on a point of order, or a circumstance arises which is otherwise not addressed by same, Robert's Rules of Order shall govern the procedures of council.

    (b)

    Such rules shall be deemed to be revised and modified to comply, in all respects, with the current version of the North Carolina Meetings of Public Bodies (G.S. 143-33C). Use of these rules of procedure shall further be deemed to be updated as the School of Government publishes each successive and subsequent edition of the rules. Should the School of Government ever discontinue the publication of these rules of procedure, the last edition of such rules shall control until such time as the city council acts to appropriately amend the administrative code of the city as found in this chapter.
